First of all, this photo is surreal good.

The central placement of the horizon works really good here. I like how the buildings lead the eye from left to the Burj Dubai. The colours look amazing, but not too over-saturated. The transition in the sky from dark to light also helps to draw the attention to the Burj.

There's only one thing I'd try to change: the lone tower on the right side. To me, it feels like it's leading the eye away from the focal point and out of the frame. I'm not sure if it'll look better, chances are the image will look unbalanced if you crop it out.

Did you use a long shutter speed to get the fog so "milky" or did it actually look like that?

You were very lucky indeed to witness such a stunning sight. This shot is truly amazing.
